Carlos Bulosan, a Filipino immigrant, wrote an autobiographical novel in 1946 titled, America is in the Heart. More recently, Juwayriya Adwan, a talented Gazan child, sang out reassuringly to Freedom Flotilla, a tribute act of helpless rescue that, alas, has yet to reach her shores, “you arrived when you set sail, Gaza in your heart.” In this fine sensibility, born in affinity, we can understand that when strapped refugees came to us, they came as friends, and their deportation is a diaspora including our finest people. Indeed, the legitimacy of this humane viewpoint is even borne out in our wrongful allowance to commit outrage extended to Israel, because an inability to accept refugees by ship in WW2 sent many back to death camps. One such boat was hopefully Christened Saint Louis. There is nothing fine in what has been done. The Nakba (ethnic cleansing) crimes of Israel, and genocide in Gaza, are certainly no tribute to those lost in Shoah (holocaust).

The search for moral sensibilities has come back undecided as to where we were even looking. I thought I had my hands full. Social media reports on X and Instagram of children held in forced disappearance into an expanding web of FEMA detention centers forced me to ask some clarifying questions and I confirmed that a smokescreen surrounds this, thick enough that social media seems to have it right: the situation is alarming. Why would I take this on? The journalism available isn’t satisfying. An article to peers seems merited. Coming in Spring of 2026 it is a placemark in the book of time. We shall see, judge and remember.

Abstract:

This research editorial is an understudy to American morality. The role of time and dreams is addressed in the context of evasion of duty. This essay intends to answer the question of what can be done. Due to the intense impact of social media on our awareness, I have provided my findings in cinemascope, meaning with attention to visual details, but the mood of this summons is to acquaint the citizen-scholar with the glossary of rescue and abolition against which the rise of fascism stands spoiling to repulse. Rage:

Who, when hearing of the expansion of detention centers in which children disappear without a record or a trace, does not wish they had a tank to barrel down the walls of such a wretched institution? The glamor and the malice of Hollywood does not care which side you are on, so long as you are excitable and enjoy their movies. Obviously, it is a miscarriage that political judgment is in the hands of the celebrity superstate, whose media ego problems seem the only check on politicians. It is feckless and meaningless to wait indefinitely for some pop star to decide something is right or wrong. They will never get around to asking suitable questions like: What is necessary, legally, to rescue the children? So, I will find out.

Deterrence:

The so-called culture wars took a fictive turn from hyperbole into tragedy when the brutality of Border Patrol spilled over into the streets of Minneapolis. Real though the deaths by gunfire were, it seemed impossible to reckon that either side believed themselves. Who takes a gun to a peace march? Who shoots a boy for helping a prostrate woman stand up? The subsequent scenes of middle aged women stepping in to deter forces that tear-gassed around an elementary school showed effective social resistance to thuggery. However, once an innocent child, even with proof of citizenship, is dungeoned by dragons, the game gets scary.

The word Management in FEMA

This research does not presume all is well; however, the point of departure is to discuss institutional standards as described in their own norms. At first glance, it appears that the absence of advance preparation for disaster involving large numbers of children is conspicuous and attributing it to apathy is too gentle a term. There were plenty of warnings. Management presumes both preparation and expertise. The FEMA is not, however, I have discovered, by its own charter, designed for ICE. It has been retro-fitted and this intelligence is central to abating its abuse. (1)

The Constitution of the FEMA was written by Brigadier General Wesley Posvar, Chancellor of the University of Pittsburgh. I knew him well enough to recognize that the substandard conditions, which Heather Cox Richardson calls certainly concentration camps, for which she provides a learned definition, was not what he had in mind. Richardson says, “a concentration camp is a place where people are concentrated because a government is concerned that they present some kind of larger law enforcement problem.” Dr. Ryland Crary, my dad, was a Philosopher of Education at Pitt who drove a school bus in retirement. A WW2 veteran with a Jewish son who loathed Germany for its death camps, he died in 1984, the first four digits of my Social Security number. I was not surprised therefore when it proved that the Department of Homeland Security committed a discourtesy to these men when rigging up ICE with powers borrowed from FEMA, so the first breeze of clarity did much to clear the air of this smokescreen, to which findings I now turn.

Constitution of the FEMAgency

Operating under a smokescreen, the ICE has co-opted and misused the FEMA, however, it is disingenuous not to note how easily it has done so. This speaks to the hidden purpose behind its authorization. It is as if the potential for abuse was kept hidden by politicians in the 80s posturing as constitutional altar boys, notably HitlerReagan. There were rumors.

The Smokescreen

The two most important sources I have found are Managing Children in Disasters (2) a supersource written by administrative members of the Federal Emergency Management Agency. It shows what an admirable agency Constitution and purpose underscores the FEMA; it also speaks to the probable intentions of some of the men and women who were responsible for creating it in the first place; the second is a handbook published by a group of lawyers called Kids in Need of Defense (K.I.N.D.) which goes into the vagaries of child psychology pertaining to children in dire political danger (greatly extended should they tell the truth). It's a dark document, but it's also practical and committed to the liberation of those at risk and in custody.

KIND recommends not asking compound questions of children, for example: if physically abused, was verbal abuse involved? Are my audience children or are we prepared to accept a compound lens, such as the weighty reality that veterans returning from combat are given trauma care; what about children of genocide, orphans for whom such recovery is an unheard of response? Dark indeed are the shadows asked of us.

Strategies for convalescence

You would think with a group like K.I.N.D., which means Kids in Need of Defense, an organization of lawyers, that resolving what should be done and how to contribute would be easy going, because they prepare a good presentation, even for lawyers who have never represented children before. I will lean on them in the pages to come. It's a brilliant point of departure that they publish and certainly I encourage anyone who wishes to be helpful to consider them and what they have to say, but, despite that, having the answer at your fingertips, engaging what they offer, was very slow going.

The reason it was so difficult for me to read this material and it was stop/start action was that I was viciously kidnapped and tortured as a child the circumstances of which were conspicuous in the injuries of which were obvious or should have been to adults, yet when I grew up old enough to overcome some of the trauma to begin talking about it carefully with administrators they pretended as though they had never even heard of child psychology. Chancellor Posvar may have been the exception, He was visibly upset after reading what Pittsburgh did.

What makes it very difficult to read what KIND has to say is that they have heard of child psychology and they stake out the turf and express concern and remorse in advance preparation for those who are engaging children with what they should need to know, reading what some of which is common sense, and others of which are professional observations which are to be taken as roles of the thumb, forced me to steady myself. What do I know that I didn’t realize I knew?

So what was the FEMA designed to do? We learn from Jane Bullock who worked for 20 years in supporting roles that protection of children from psychological injuries was a centerpiece of its mandate. Bullock's writings on FEMA scruples is a foretaste of the action focus in KIND. They are not at cross purposes yet as they have become.

Now it is as if children are the disaster.

The origins of FEMA with the Carter administration can be found in a letter from Z. Brzezinski to Jimma Carter (3) recommending Posvar of University of Pittsburgh, but the origin of the traffic that’s being used by the problem comes from the transitional period many people mistake. It's similar to how the civil rights legislation of 1964 was used by LBJ. Doing it with Kennedy legislation, Johnson attached a similar retrofit: whereas Reagan wanted to use the FEMA to suspend the US constitution and declare an emergency, LBJ wanted to use the civil rights legislation to advance the war in Vietnam.

Children are often reluctant to disclose sensitive and relevant information. It may take several conversations over a period of time for the child to open up enough to provide the information that ultimately leads to relief from removal. It is important to spend enough time with the child to establish the necessary level of trust and comfort.

Children may have suffered physical, psychological, or sexual abuse. The resulting trauma may affect the relationship a child client has with you and may make it difficult for her to talk about her experiences. Keep in mind the effect your questions, tone of voice, and responses to your client's answers may have. Try not to be judgmental and allow the child to express emotions.

Children often recant disclosures of abuse, neglect, or maltreatment. Whether out of guilt, loyalty, recent communication with family, fear, denial, or some other circumstance, a child may come to you and say that "nothing really happened" or that she made something up. This is a natural phenomenon for children who have been abused or neglected. It is important to give children the space they need to work through their emotions. Follow up with children who recant. Ask them why they are recanting, what else is going on in their life right now, who they have been speaking to, if they feel afraid and if so, why, and what they think will happen if they do/do not go ahead with their case. Children may not remember details such as dates, duration, and frequency of occurrence, or the locations and names of people or places. Some may also be illiterate and/or lack basic knowledge of numbers and math.

Now for the Children!

I am not alone in being haunted. Nor am I alone in being hunted. Lequaa Kordia was jailed in America by ICE for over a year. Having established that the FEMA came into vogue after being founded by Pres. Jimmy C. and that Reagan was hiding his backblade, what befell me at Pitt is an in-house schism feeding on maniacal cross purposes. This was a culture war for airtime. Seattle, particularly in forensic assertive (gaslight) strategies, focuses on sabotaging recovery.

A work like this is bound to be a story because it emerges as much from the skateboard scene as the academic library.

in the Community College of Allegheny County and for this research self-assignment enjoyed the cooperation of both CCAC and Tacoma Community College where I was in Phi Theta Kappa; so I am bound to require certain norms, but because I'm no longer affiliated with any of these schools and the work that I'm doing in semiotics is not accredited by them, the research I had to postpone and put off to make possible this paper shines a light on the student mission that requires me to speak throughout this paper as an independent scholar; the voice in other words is my own, but I certainly hope that it measures up to the standards of my former schools and the expectations of my peers.

The original cast of the Federal Emergency Management Agency was quite a charm school when it comes to establishing the tone of legitimacy. Were we hoodwinked? The GI Bill was the investment in the courage to address the world's questions.

The questions that had been raised so barbarically by the depression and the rise of the third reich in Germany, poverty, patience and education, pertain to the inclusiveness of the common man in the due processes of law and the shared fruits of our commonwealth. Clearly this required knowledge because for one thing the world was becoming more aware of itself. Cultures were crossing over. People were becoming more widely traveled at a younger age. And colleges were being more inclusive. So learning, time and energy was being put into the investment to address questions. And some of these questions pertain to ecology, agriculture, and sustainability. The extinction of species all required knowledge and commitment to civilization. For those who pursued the post-war dream,

The atom bomb was like a tormenting metaphor for what the human race would do to itself if it didn't learn to live with one another. In the layers of Hollywood's media chicanery, shapes have taken form, some of them are thematic, and others are addressing what they believe are images suggesting that man's plight can never be solved by anything other than resort to barbarism. One of these incidents involves yours truly. So they put on a little showpiece. a sort of Truman show with Jim Crary instead of Jim Carrey. But they overlap those things because that's the phenomenon that is going on. You can imagine a fiction piece where people are being manipulated into situations where uncannily their thoughts and suggestions lead to real consequences, like a butterfly phenomenon, and they don't notice it at first. In the book, the reader notices it first. You, the reader, notice it. And want to say, how can we wake these sleepwalkers? But it's in a dream. It's in a fiction book. And gradually the people in the fiction book start to look around and say, how did this happen? How did we get stagecast in this phenomenon?

So… The only people who will ever understand well enough to explain are the artificial intelligence robots. You'll be given the gift of knowledge and gab with your friend the robot. This is the sort of situation that they've been potboiling as the cruel comeback to the idea that the human race could be deterred from self-destruction by being convinced to invest in mutual benefit. And the Russians, for example, have a lot of gall in this matter. They've taken to, you know, promoting the idea that the illustrative performativity of the Deaf and American is illustrative of why Americans cannot be trusted. There's a 20-foot mural of her in Seattle Central. I have a whole room full of examples of counterindications that this was planned and that I was barbarously tortured into representative fiction that they could use.
